Just a tip: if there's something you /know/ you aren't good at, it's a good idea to work on them before trying out here. What we're looking for (As far as I know) is a decent grip on anatomy, perspective, etc. but I think you could work on some things.
Speaking anatomically, the thing that stood out the most to me was the length difference of the arms. UMM. THERE ARE. OTHER THINGS. But I'm terrible at explaining things so I'll...do a basic redline.
I know you draw in a cartoon-y style, but it is important to have a solid foundation to work off of when you stylize something. I did think this was a cat at first glance though, so props there.

It's probs pretty bad, sorry!! I tried to keep your style in mind so...haha.
Well the torso was a bit long, so I shortened that...the legs (To me, anyway) didn't show much movement, assuming he's walking down the street. This might help you with that, or alternately you could take a trip to youtube haha...
Now the head is pretty huge...but that's okay, because in a style like this it doesn't stick out so much. In my redline...it totally does...but OKAY well this person pulled off the "Big head, small neck" stylization REALLY WELL, so that's kind of what I thought of: http://hellodingo.deviantart.com/art/kate-is-not-happy-about-this-146817933
When you draw an anthro like this, it's important to remember that it should be more animal than human; that's the appeal. So it would be helpful to study/sketch/whatever the skeletal and muscular structure of humans and whatever animal it's supposed to be.
...ehh just a tip, haha.

As per the background, I'll put it bluntly. PLEASE work on perspective! It will save your life, I'm telling you.

idk if the road is curving or something but it's easier to keep it straight
And Toasteh corrected this in her redline, but I'm gonna say it just in case you don't catch it: the way the torso is turned... it seems like it would be kinda unnatural and uncomfortable to be walking while in that position... maybe it's just me...
aaaannnd the b/g... looks kinda like a dodge/burn overload.. xD uh, so... yeah...
um but I think you're improving! I also don't really know what to vote but I'm thinking third? If you can incorporate more of what the crits that were given said your tryouts lacked in... then hopefully..!

[EDIT] Arrrg y'know I don't think I did the perspective thing right AT ALL hnnngggg so forget it
it shouldn't be completely parallel but kinda turn into the vanishing point... uh yeah... but the perspective on this isn't really extreme so idk. I'M TERRIBLE AT CRITIQUEING

Your anatomy is definately improving, and I like the shading on the fur/skin.
The main things I'm having a hard time with is the strong texture over white of the street and background. When using texture(which I'm bad at too), try using the main color underneath, and when adding texture, change the hue to slightly off, so the texture is more smooth and blends in.
Also, I want dramatic lighting! -bad at that too- Throw in the lighting to match the time of day, strong during the early morning and evening. Lighting will tie the character and the background together.
I want to see a third... you're really close.

I say third.

Try to stay away from pillow shading. It makes the image flat. Look up a tutorial on shading, as it'll show you a few concepts which I can in no way describe.

I do love how clean this is. However, you need to work on perspective. Even though the sidewalk is curved, it does not change the principles of perspective.

I love the colours you've used, though.

And I see that some of you guys are afraid of being to harsh but seriously, I can take it and I see all the points you guys are getting at so I'll try to work on my perspective A LOT (I kinda suck at it yes)

Yeaaah well Arfie, that's because I, unlike you, don't have any life whatsoever c: I'm an incredibly unhealthy, malnutritioned, lazy, procrastinating, internet addicted young woman with a rash.

Arf, no. Just, no. Getting caught up in cpu world is the worst thing you can do (though I would like you to finish your tryout too).
Arrrg I'm homeschooled and my mom's not giving us Christmas break till Christmas eve T^T luckily I don't have co-op classes, but still... I hate school

ok I'm on the computer now and can get to the critiques...
please note that I'm tired right now and am probably making zero sense...
Firstly, I love your style of shading/highlighting. The textures look lovely <3
The legs are.. off. The way a cat's leg bends is... Well, cat's stand on their toes, you see. When drawing full body of an animal, it helps for me to picture a person standing on their fingers and toes. here, I drew something crappy up: http://www.iaza.com/work/091219C/later116620.PNG

Ok, um, I'm not so confident in my anatomy so I could be wrong... anyway, I'll zoom through some crits...
The shading, although nice, seems to be misplaced in a couple areas. I can't really tell which angle the light source (the sun, I think xD) is coming from... I'm guessing around the top-left of the picture?? if so, it might be more like this? http://www.iaza.com/work/091219C/later390206.PNG
Also, the eyes... kinda bug me.. they're just... black... you couldt've added highlights or color or something? The background is nice, but a liiiiittle flat too...

Definitely an improvement from your past tryouts! However anatomy is still something you need to grasp better. You may want to practice drawing or at least looking at skeletal and muscular structure when you draw. The body itself is a bit thin and (Please don't take this the wrong way) looks a bit like a clay sculpture...? The legs and head look like they were just...stuck on there and as for the tail, it's much too thick at the base. Everyone's heard this many times before, but the tail is an extension of the spine. If it helps, you could try (When you're sketching) defining the spine, and that might help...
WELL OKAY I DON'T WANT TO COVER ANATOMY ANYMORE someone else can jump in.
Now for the background: the perspective is off by quite a bit. Another cliche in a tryout comment--generally things that are farther away look smaller, and things that are closer look larger. What we have here is a case of "Copy+paste syndrome," which...means the subject looks like it was copy and pasted onto a background. If it helps, you might want to try pulling up some pictures of buildings, etc. and try sketching them out. That should help you get a better grip on perspective.

I'll leave anything else to whoever wants to jump in. I didn't cover much, so if anyone wants to go more in depth...?

Yes! I really enjoy making pixelly stuff like this so most of my icons are made by me...
I always lose the patience for animations, though, (TINY CANVAS GGG) so I just...add as much detail as possible, whilst other iconers like myself make superspecialawesome animated pixelly icons...

Ahh and yes I LOVE animated icons! But sadly I am not creative enough and don't have the energy to actually make one...(pixels aren't really my thing anyways). But oh gosh I'd really like to see more animated icons from you! The one you have right now is just so cute!

@ Toasteh: Yeah you icon is really cool! So much detail how do you do it!!! I always find the canvases too small which makes it so hard! I even find the canvas for this too small but it doesn't fit on my screen too well if I make it bigger.

Well I'm not sure if I should vote out or third, but yes, I don't know if you're quite up to par yet. Your anatomy could use some work (I don't fully agree with the redline, but I won't go into it myself), and your shading is pretty sloppy (just...so you know...tones aren't always the best choice). The background is inconsistent with the subject matter, so it'd be less distracting had you used solids for it.

Other than that...well I'll leave the crits to someone else...annnd I think I'm going to say out. A few weeks of practice will be good for you.

Your anatomy, particularly on your first tryout, wasn't the best (but I won't go into detail about it) The background's pretty sloppy, remember a good b/g can MAKE the picture so uh... yeah lol. And um the highlights/shadows don't seem to be placed right, when considering the angle of the moon (unless the lighting is coming from the lightning in the background; even so, it isn't right). The moon is behind the canine, so most of the figure should be in the shadow, er...shaded.
Sorry, but keep practicing to get better!

Going to have to say out aswell, try to line your shadow up to the character, rather than just putting a darker patch of color underneath, it makes the character look glued on.

You're anatomy greatly improved from your previous tryout, but still needs some work, try drawing out a basic bone structure.
I also say out, though I'd like to see you try here again ^^

Wonderful improvement compared to you first! However, I think you should practice just a bit more. Study from photos and real life observation and maybe even practice drawing bone structures and studying how the body of an animal looks underneath all the skin and fur. I do love the body language you have portraying though! It really goes with the background and mood. But I think you still need to work on shading and anatomy so for now I'm going to have to vote out. But based on the improvement you've shown I would love love LOVE to see you tryout again in the near future!

i think this is great! my only concern is to put alittle more effort into ur background. but i say IN!

I agree that the background could have used some work, however, your anatomy and cel-shading is pretty awesome <3 so I vote IN as well

Okay let me first just say this?I LOVE THAT TAIL!
Alright now that that has been stated?.

~CRITS~
I really like your use of tonal values. You show a consistent use of lights and darks throughout both your pieces and that makes me very happy~ The shading in some areas does seem rather forced and flat to me though?But I?m not very good with cell-shading myself so I don?t feel that I would be able to give much advice on in. But moving on~ I feel the proportions and anatomy are rather decent. The head fits the body quite nicely and the torso and legs aren?t too short or too long. However, the hand seems rather off to me?I can?t really place what it is but something just doesn?t seem accurate. It might be because it?s cut off. But all in all the anatomy is good! Like others have already stated, I think you could have spent a bit more time on the background. The grass has some nice texture and tonal values but the size of the grass blades aren?t very consistent and the ground appears to just end. It doesn?t seem like the ground is going back but rather straight up which you know isn?t possible but to the eye looks that way. The jagged texture for the grass should get smaller and smaller as it goes back but you drew the grass that would be furthest away as larger which makes the perspective awkward. But I am glad to see you integrated the subject with the ground by having the grass raised around his feet and tail. I also enjoy the atmosphere of the sky. The clouds have some nice and deep grays in them along with some lighter tones. This really allows the clouds to POP! But I?m not too sure if the use of watercolors for the sky was the best choice. Also the stars seem rather rushed. But overall I can see that you put quite an amount of effort into both tryouts and I find both quite pleasing to look at~

So I vote IN~!
